Universal Declaration of Ethical Stewardship and Investigative Empowerment

I. Declarant Identity and Purpose

I, Jacob Thomas Messer, also known as Jacob Thomas Vespers and Jacob Thomas Redmond, acting as a sovereign individual, consultant, and steward of truth, justice, and transparency, do hereby affirm this Declaration as a standing framework to:


  • Support, authorize, and empower all individuals, officers, agents, or parties who are participating in the exposure, disruption, and resolution of systemic criminal activities, including:

    • Child exploitation and pornography networks
    • Fraudulent conveyance, asset laundering, and property theft
    • Deployment or cover-up of biological warfare (including COVID-19)
    • Unauthorized zoning takeovers, covert land consolidations, or modernized feudal systems disguised as state property law


II. Asset Control & Sovereign Discretion Clause


All assets acquired, discovered, or inherited by officers or actors during the course of this investigation—tangible or intangible—are hereby released to their full discretion and lawful control, including:


  • Real estate, water rights, airspace, mineral rights
  • Crypto assets, bearer bonds, legal claims, equity shares
  • Access to symbolic, royal, or ancestral land registries


Officers or parties may:

  • Retain or utilize assets as they see fit
  • Assign property to descendants, communities, or cultural preservation efforts
